Maryland licenses HVAC, plumbing, and electrical through separate state boards under the Department of Labor. Anyone doing residential work also needs MHIC (Maryland Home Improvement Commission) registration in addition to their trade license — a meaningful extra layer of compliance with its own guaranty fund fee.
Maryland is one of the most layered licensing states for plumbers working in the DC metro area. Montgomery County and Prince George's County maintain their own plumbing boards that license on top of the state Board of Plumbing. Plumbers serving those counties typically hold the state Master Plumber license plus the relevant county license.
