Pennsylvania has no statewide contractor licensing for HVAC, plumbing, or electrical work. Every credential is issued at the city or county level. Philadelphia is the most regulated jurisdiction — it requires city plumbing, HVAC, and electrical licenses for any work within city limits. Pittsburgh, Allentown, Erie, and many other cities also maintain their own programs.

Pennsylvania does require Home Improvement Contractor registration through the Attorney General's office for any residential contractor doing more than $5,000 of work per year — but that's a consumer-protection registration, not a trade license. You still need the relevant local trade credentials on top.
