New York has no statewide trade contractor licensing for HVAC, plumbing, or electrical work. Every credential is issued locally. New York City is by far the most complex jurisdiction, with separate licenses for boilers, oil burners, refrigeration, and other specialties administered across the Department of Buildings (DOB) and the Fire Department (FDNY).

Outside NYC, Suffolk County, Nassau County, and Westchester all run their own licensing programs with different requirements. Plumbers in NYC need a Master Plumber license through DOB; electricians need a Master/Special Electrician license through DOB. Multiple separate refrigeration and oil-burner licenses may apply on top.
