Missouri has no statewide contractor licensing for HVAC, plumbing, or electrical work. Every credential is issued at the city or county level. Kansas City MO, St. Louis, Springfield, Independence, and most other Missouri municipalities each operate their own licensing programs.
Contractors serving the Kansas City metro area in particular need to track multiple sets of requirements: Kansas City MO has its own programs, Jackson County and Clay County have their own rules, and crossing into Kansas City KS adds another jurisdiction entirely. Federal EPA 608 is still required for refrigerant handling regardless.
