California's Contractors State License Board (CSLB) manages all trade contractor licenses under a unified system with 44 specialty classifications. HVAC is C-20, plumbing is C-36, and electrical is C-10. The application process is identical across classifications — 4 years of experience, two exams (trade + law & business), and the same fee structure.

California is one of the more expensive states to get licensed. The initial cost is approximately $699 in state fees, plus a mandatory $25,000 contractor bond (increased from $15,000 under AB 2622, effective January 2025). The bond alone can cost $100–$500/year in premiums depending on your credit. Workers' comp insurance is mandatory if you have any employees.

Important 2025 change: AB 2622 raised the licensing threshold from $500 to $1,000. Projects where the total cost (labor + materials) is under $1,000 no longer require a contractor license. This affects handyman-type work but not typical HVAC, plumbing, or electrical jobs.
