Nevada licenses all three trades through the State Contractors Board using a classification system (C-1 Plumbing, C-2 Electrical, C-21 Refrigeration & AC). The initial cost is one of the highest in the country at roughly $1,040, but there is no state CE requirement.
Nevada offers a meaningful reciprocity program: contractors licensed for 5+ years in California, Arizona, or Utah can get the trade exam waived. You'll still pass the Nevada Business & Law exam, but skipping the trade exam significantly reduces prep time.
